The Plan
Founded in 1906 by U.S. Steel, one of the largest corporate behemoths in American history, this Indiana city is a pure example of an industry-built town. Once dubbed “The City of the Century”, Gary, Indiana merits the moniker - both in its ascent and its decline. It is not at all accurate to label the city of Gary, Indiana as “abandoned”, as it is estimated that, as of 2014, approximately 78,000 people live there - yet at its peak in 1960 it had over 178,000 residents. This precipitous drop has led to a level of economic devastation that has left thousands of homes and buildings to rot. About 13,000 properties were considered blighted in a 2015 survey – over a third of the structures there.
Further north on Gary’s waterfront, an area called Miller Beach has always attracted Midwestern vacationers and second-homeowners from Chicago; the neighborhood’s charms were recently featured in the New York Times. But it’s more than just a hidden enclave of cozy beach homes and lakefront parks, dotted with architectural gems such as the Gary Aquatorium and the Marquette Park Pavilion.
The Miller Beach Arts & Creative District has been a force for community growth since 2011. In the last six years, 18 new businesses have opened in the area, and the biennial Lake Effekt Arts Festival has grown into a much-anticipated draw. “People have a thought about what Gary is,” says Meg Roman, executive director for the Miller Beach Arts & Creative District. “But they’re always pleasantly surprised. When you hear Gary, you think steel mills and industry. But you have to come here and open your eyes to see there are more things.”
The funds raised through this offering will be used to develop G M Howard Jr. Executive Center in Miller Beach located in Gary, Indiana. This 270,000 building was the previous home of Wirt School which includes an Olympic size pool and a 12’ pool with 3 diving boards with a seating area, full production 1,000 seat auditorium, full sprinkler system is installed, free from asbestos certificate, two tennis courts, a football field, it is positioned 3 blocks from Miller Beach and also sits at the highest point in the entire city.
This 270,000 square foot mixed-use project will include much-needed business and economic development, serving the local neighborhood and community. We believe this will be the beginning of stimulating business grow and economic development helping to restore the city of Gary, Indiana. By bringing eateries to the city we are challenging the stigma of being a food desert.

The Neighborhood
Opportunity Zone
Gary encompasses opportunity zones which stretch from the lakeshore south through significant portions of the city, including the Gary/Chicago International Airport; downtown around City Hall, Metro Center and the Genesis Center; down to the southwest quadrant of interstates 80/94 and 65; and into Miller's business district.
Within the city of Gary/Miller Beach Wirt High School in located within the perimeter of designed opportunity zone. Opportunity zones can attract jobs by creating employment opportunities, that may in turn create more demand for multifamily housing and retail, and the 10-year horizon gives the partners the time they need to accomplish it.
Miller Beach
The Miller Beach Community." Miller Beach borders Lake Michigan to the north, Porter County to the east, and is largely surrounded by protected lands, including Indiana Dunes National Park. Miller Beach is also the closest beach/resort community to Chicago, and has been a popular vacation spot since the early 20th century.
The most affluent area within the municipal boundaries of Gary, Miller Beach contains multiple business districts, including the Miller Beach Arts and Creative District, a robust civil society, and numerous public and charter schools. The community is within a mile of exits on four major interstates, and is also served by South Shore Line commuter trains. Having defied regional trends toward racial polarization and environmental degradation, Miller Beach exhibits extraordinary socioeconomic, racial and bio diversity. The community has been described as "an island of integration and natural beauty".
South Shore Train Line
The South Shore Line is a commuter rail line operated by the Northern Indiana Commuter Transportation District (NICTD) between Millennium Station in downtown Chicago and the South Bend International Airport in South Bend, Indiana.
The existing South Shore Line (SSL) provides a vital transportation link that connects Northwest Indiana to Chicago. The SSL proposes to expand the SSL from single track to double track between Gary and Michigan City and construct, signal, power, and platform improvements at five passenger stations.
The Dunes
Indiana Dunes National Park hugs 15 miles of the southern shore of Lake Michigan and has much to offer. Whether you enjoy scouting for rare species of birds or flying kites on the sandy beach, the national park's 15,000 acres will continually enchant you. Hikers will enjoy 50 miles of trails over rugged dunes, mysterious wetlands, sunny prairies, meandering rivers and peaceful forests.

The Offering
G M Howard Jr. Executive Center is an Opportunity Zone project. Investor funds will be held for ten years. Investment returns are planned to include a 7% annual priority return, 30% of remaining cash flow to repay equity invested, and once equity is repaid, 30% of cash flow.
